Since April 29, 2010, the airport has been managed by the Northern Capital Gateway Consortium. The Consortium is implementing the first project in the Russian aviation industry based on a Public-Private Partnership Agreement without the use of budgetary funds. From the period of 2010 to 2015, total investment in the airport’s development will amount to € 1.2 billion.

Together with efficiency in the airport’s operational management, an important objective for Northern Capital Gateway Consortium involves reconstruction of airport facilities and improvements to ensure an IATA “C” standard level of passenger service. From 2011–2015, the following facilities were built and put into operation: a new international passenger terminal with an area of 145,000 m², new passenger and cargo aprons, an on-site hotel and business center, a car parking complex, and other airport infrastructure facilities; additionally, a full refurbishment of the historic Pulkovo-1 terminal was performed.

The list of shareholders of the Northern Capital Gateway Consortium includes VTB Capital, Fraport AG and Qatar Investment Authority (QIA).
