Animals transportation rules

In case of travelling with animals, we recommend that you should have the following documents:

  • veterinary passport;

  • health certificate, which can be issued by any state veterinary clinic (form 1). The certificate should have information on all shots and their timing. The latest rabies shot for cats, dogs and ferrets should be done not earlier than one year and not later than one (1) month before the departure date. Matters related to vaccination, examination and accompanying documents for other animals should be coordinated with Veterinary Services in each specific case according to the Veterinary Medicine Law in force).

Please, turn to a consulate of your destination country for clarification regarding air transportation of specific animal type and breed.

You are allowed to travel with no more than two animals. You have to have a certificate, issued by appropriate authorities, as well as other documents, that can be asked for by veterinary authorities of your home country or the country of your destination. Various aircraft have different luggage capacity available for animals. So, specify in advance all terms of transportation: airline guarantees, luggage limits, etc. Make sure you take into account behavior or your pet. You may take a container with your pet, with a total weight not exceeding five kilogram, to the passenger area of aircraft.

The size has to allow an animal to rise to the full growth and to turn on 360 degrees. Height of a cage has to be equal to height of a standing animal (D), width © — the double width of the pet, and length (A) — length of a body plus a half of length of a paw (B).

In a cage or container there has to be a place for fastening of capacities with water and a forage. The consignor himself provides an animal with a forage. The forage has to meet all standards of that country where the animal is imported or through which follows. Production of animal origin, meat or products containing meat, it isn’t authorized to transport in the container. The unknown forage for animals isn’t accepted.

Animals are accepted for transportation providing that a passenger assumes all responsibility. Air carrier is not responsible for damage, loss, late delivery, sickness or death of such animals.

Airlines aren’t responsible for injuries, loss, a delay in delivery, diseases or death of such animals is equal as in case of refusal in their import or transportation through any country or the territory.

Transportation costs

Weight of animals and birds, including the weight of containers / cage and food, is extra and should be paid for. An animal is weighed with a container so the transportation cost depends on the total weight. Payments should be made at the extra weight luggage office at the check-in area.

Dogs accompanying the blind do not require payment for extra weight providing such dogs travel without a cage, have a collar and a muzzle, and are held by the reins.

Travelling with pets

Regulations regarding the carriage of animals are complex and vary from country to country and airline to airline. You are advised to contact the authorities in the destination country, as well as seek advice from your airline or a specialist pet travel agency before planning your journey.

Airlines

Airlines will only carry animals if advanced arrangements have been made, as space is often limited. There are two options and your airline will be able to tell you which services they are able to offer:

  • Accompanied baggage — most airlines will accept animals as accompanied baggage providing they are in a suitable container. They will travel in the baggage compartment where a suitable environment can be maintained.

  • Air cargo — owners can arrange for their animals to travel as air cargo without making the journey themselves.

Charges

These vary depending on the length of the journey, the weight of the animal and the size of the container. Your airline should be able to give you an estimate of the costs.

Journey planning

It is advisable to avoid arriving at some airports at weekends when inspection staff may not be on duty. Some airports do not have reception centers where animals can be released and cared for until inspection is possible.

Taking pets out of Russia

You must comply with the requirements of the destination country. Some will only require pet passport or an export health certificate, some will need proof of vaccination, whilst others will require you to obtain an import permit.

Please visit the Saint Petersburg’ Department of the Federal Service for Veterinary and Plant Inspection website for information if you can read Russian.

Preparations

It is important that, in addition to the health and documentation requirements, your animal travels in a suitable container which must be well ventilated, large enough for the animal to stand up, lie down and turn around freely. No part of the animal is allowed to protrude from the carrier and it should be both secure and leak proof. Airlines and specialist agents should be able to advise you on obtaining such a container. Sedation is not recommended as the effects of the drugs and altitude are not predictable.

Assistance dogs

Some airlines permit them to travel in the cabin.
